A Regen Globe Generator spawns a neutral Regeneration Globe at 45 seconds from the beginning of the match. Unlike other Regeneration Globes, those generated do not disappear with time, but once a globe gets picked by either team, the Generator will spawn a new one after 45 seconds.
Two Regen Globe Generators can be found on Braxis Holdout on both lanes and show as little heart icons on the Minimap. They are neutral so either side can get them. Keep that in mind that not using the globe opens it up for your opponent to get it.
